The Pentagon plans to amend a multimillion-dollar international agreement for C-130J upgrades to extend work by Lockheed Martin, more than double the project’s cost ceiling and boost participating countries’ contributions accordingly.

The Defense Department’s international cooperation directorate alerted the congressional defense committees about the new effort in a February 3 letter, which lays out plans for “amendment one” to the C-130J Block 7 and 8.1 upgrade project arrangement among Australia, Canada, Denmark, Italy, Norway, the UK and the US.

Inside the Pentagon reviewed a copy of the letter, which was signed by Steve Austin, the directorate’s head of planning and analysis.
