Not everything in Defence is about buying or sustaining a big platform; the services and support side of the Defence business covers a lot of ground to bring capabilities to the end user. The two finalists in this category are the LHD Future Supplier Engagement Model Project and Land 155 Bridging Capability.

Working specialist SME consulting business Brooke Global, the Amphibious Combat and Sealift SPO, was looking to completely reset how they engaged industry for support services on the two LHDs. The SPO was looking to move to a truly partnership based model when dealing with industry.

“The work done by the Amphibious Combat and Sealift SPO (ACSSPO) and SME Brooke Global saw the team develop an integrated supplier engagement model (SEM) to look after every aspect of the Canberra class LHDs,” according to the judges. “The former support arrangements were highly transactional in nature with the new model aiming for true partnership between Defence and Industry. ACSPO worked hand in hand with Brooke Global to deliver a reformed framework that delivered significant savings to the Commonwealth.”

In a first for an Army acquisition program, CASG used a Managing Contractor model (common in infrastructure programs) to update the bridging capability for Army and the wider ADF. Touching on multiple related programs, Land 155 was more than just a shopping list of military off the shelf (MOTS) components from global suppliers. Jacobs Australia along with their partners Anywise, PWC, 3by3 and Kinexus acted as a systems integrator to make sure the best-placed organisations were working together to achieve the outcome.

“Land 155 acted as the pilot program for the Managing Contractor framework for an acquisition program,” the judges noted in their citation. “Delivering a range of MOTS equipment integrated with existing Army capabilities, the Jacobs-led team has been able to retire significant cost and risk that would have otherwise been borne by CASG’s Combat Support Vehicle SPO. With open channels of communication, risks were managed by those best placed to do so resulting in a much needed capability delivered to the ADF.”
