The new DMO Commercial Group has been ‘stood up’ with a key objective to ensure DMO commercial reform in partnership with industry.
General Manager Commercial (GM Com) Harry Dunstall heads the new group and will drive the DMO effort to achieve a more business-like focus and improve the performance of DMO’s business areas.
The new group was agreed in the Federal Government’s response to the Defence Procurement and Sustainment Review (Mortimer Review).
The Commercial Group consolidates the DMO business elements of Industry Division, Office of Special Counsel and the Defence Export Unit, and incorporates the functionality of cost estimation and assurance and supplier quality assurance and will expand that functionality to provide a broader Capability Delivery Support area.
The Commercial Group’s key objectives are to:
• increase consideration of cost and industrial realities throughout the capability lifecycle;
• increase industry effectiveness and efficiency; and
• increase commercial practices in DMO.
The GM Com role includes supporting the DMO CEO to provide independent advice to Government on costs, schedule, industry capacity and other commercial risks of proposed new military equipment acquisitions as well as overseeing the development of acquisition strategies throughout the capability development process.
The Group will also be concerned with benchmarking DMO performance in procurement and sustainment against best commercial practice and overseeing the relationship between Defence and industry, including streamlining procurement processes.
