RPS, a Tetra Tech company, has strengthened its management consulting practice to expand its project management and advisory services tailored for the Defence sector.  This expansion reflects RPS’ commitment to providing strategy led solutions within the public sector.

Leading this practice is Executive Consultant Melanie Morrissey, a former Australian Army officer with more than two decades of experience across business transformation, capability development and strategic advisory. Melanie has held senior consulting roles in both the public and private sectors, where she has led large-scale programs focused on improving performance and delivering operational outcomes.

Commenting on the expansion, Morrissey said: “This is an exciting moment to build on RPS’ strong foundations and deepen our commitment to the Defence sector. I’m proud to lead this expanded advisory practice, focused on client engagement, capability building, and delivering meaningful, outcome-driven change. As a veteran, I bring firsthand insight into the complexities within government and public sector environments, strengthening our ability to turn strategy into action.”

This appointment represents a significant milestone in RPS’ broader strategy to expand its consulting expertise and support clients, particularly in the Defence and public sector.

While RPS has long supported the Department of Defence on major complex projects across estate and infrastructure, digital and capability projects, this expansion allows the firm to engage earlier in the delivery lifecycle - bridging the gap between strategy development and implementation.

This evolution builds on the company’s long-standing Defence credentials. RPS is one of Australia’s most experienced Defence consultants, with deep knowledge of stakeholder engagement and the governance processes that define public sector delivery. As a veteran herself, Melanie brings firsthand insight into the Defence sector and joins RPS’ 500 strong existing project management and advisory professionals in the Australia Pacific Region. 

Joining her is Executive Advisor Steve Baker, who brings more than 30 years of public sector consulting experience, including senior roles at PwC, Protiviti and Walter Turnbull. He is well known for his work in finance, governance, risk management, transformation advisory, assurance, strategy and public sector engagement with much of this with Defence. His expertise further strengthens RPS’ capacity to deliver tailored, high-impact solutions across multiple sectors.
