With all the ‘news’ around the Future Submarine program floating about online and in the media, I would like to list a few elements that seem to be overlooked by many parties.
1. A Competitive Evaluation Process (CEP) has been run by Defence before.
This is probably not well known outside of Defence circles and it occurred under a different name. Speaking to a Williams Foundation luncheon, new head of Submarines (and head of Helicopters, Guided Weapons and UAVs) Rear Admiral Tony Dalton explained how Defence has done this before with the process that saw the NFH90 from Eurocopter pitted against the Romeo from the USN that was only available under a FMS case. It's not a perfect comparison of CEPs but Defence is not completely clueless when it comes to running this process, despite the beginnings of this CEP.
