We explore in detail the history of reports that detail Defence’s inconsistent record when it come to assessing risks in major project acquisition. Senator Fawcett gives us an insight into a solution for this issue: a statutory, independent Defence Capability Assurance Agency (DCAA) comprised of both Defence and industry staff which brings focus and consistency to risk assessment activities. During this discussion we cover the issues associated with complex acquisitions, how such an agency could be structured and how it would be funded.
